Is naruto really a perfect jinchuuriki?

It's because Kurama's Yin chakra was sealed away by Minato, unlike all the other Jinchuurikis who have both their Bijuus Yin & Yang Chakra. This missing Yin chakra is what causes Naruto to not fully turn into the actual Nine Tails.

That doesn't make any sense, then why didn't Naruto have the current Bijuu Mode the first time he used Kurama's chakra? That only occurred after placing the Torii Seal.

Minato's seal caused kurama to leak chakra out whenever naruto needed it when he was in danger or intense anger. That led to him assuming kyuubi cloak with tails.
When naruto applied the tori seal, he still had just the chakra cloak, just the appearence changed due to a different seal.
When naruto became friends with kurama, all its yang chakra was given to naruto giving him the present biju mode.

Perhaps he can't transform into Kurama's real form because half of Kurama's chakra was sealed by Minato, and they need all of their chakra for that? Just a theory.
