I gonna say Eren is more reckless. While yes, Naruto can do very, very stupid stuff, that isn't reckless. In the mist of battle, Naruto has been able to think on the spot and outperform more experienced and powerful ninja with minimal damage to bystanders. Examples include Zabuza, Neji, Kakazu, Nagato, Obito, Kakashi, the list can go on and on. While yes, Naruto in stage-one tail-beast form did strike Sakura and Jiraiya, Eren as a titan has destroyed entire buildings and killed innocent people without a f** given, obviously reckless.
