From your honest opinion

Will Naruto able to be as popular as today with the same manga sales count every years if this manga not having Island or country or city busting power but low powered technique and more focus on strategy and HtH combat?

What Im talking about is if we going back to the start of Naruto manga and if Kishi is taking different route than today, will this manga can become popular or success on the same level as actual Naruto manga that we read today

Probably not... Most of the readers are into flashiness of the power systems.
I'd have loved it more if the power levels had been stuck in Pain's arc...

Naruto is the most popular manga in the US, where the overall market is larger (just by virtue of population).

So the obvious answer is yes.
