I don't think Naruto is on that level yet. In my opinion the best way to think about Naruto and Sasuke's power right now are perfected versions of Indra and Ashura who have finally obtained their birthright from their father. However, I don't think that Naruto and Sasuke have reached their full power yet, and they have a couple of new power ups coming that should allow they to individually rival Hagoromo and Hamura at max power, and give them the ability to defeat a fully powered Kaguya.
It's seems pretty obvious from Sasuke's design that his power is incomplete as he only has the rinnegan in his left eye. I think Naruto is similarly incomplete as he only has one half of the kyuubi. These are likely their next power ups. In that case though Naruto would still be below Juubi Jin Hagoromo and Sasuke would still be below a max power Hamura, as Naruto would have no eye power and Sasuke would have no body power.
I think it's very likely that Hamura will eventually show up, as we need to learn more about him, and it's possible that at that point he will gift Naruto and Sasuke with his power just as Hagoromo did. Many people have speculated on the Nature of the clans that descended from Hamura, but I am of the opinion that the most likely are the Hyuuga along with Juugo's clan because of their Sage Transformation. So I imagine that Hamura could give Naruto Byakugan, and Sasuke a powerful sage transformation so that both Naruto and Sasuke can have eye and body powers without them stepping into one another's territory.

This is just my opinion, but I believe I can support it with Manga facts eventually. Also there are plenty of other ways Kishi could take the story so all future power-ups are just speculation on my part. Also the tiers don't indicate any ranking within them, just rough levels of power.
