In the future, yes.

He's got the strength down that's for sure, but he needs to be more mature and strategic; I doubt he'd enjoy doing all the paperwork and practical details, if he'd do it at all. With a few more years under his belt, maturity and experience would follow, thus making him capable of becoming a good Hokage.

Currently, if he had assistants complete the tasks he's not up for, it could work. But the optimal solution would be to wait a few years.
