Does naruto and sasuke have the same relationship as tobi and hashi?
Naruto is like the dumb knuckle headed older brother that is less serious about things. But he gets very serious and handles responsibilitys when he is supposed too. He's casual and nice.

Tobirama is serious and very intelligent. He's cool and merciless.

Does that mean naruto can super charge his chakra if sasuke gets out of hand and make him cower in fear?

Well this would be the right comparison, at least in looks that is. Hashi states Sasuke reminding him of Izuna when he was younger. Personality wise both of them differed though, I agree.
