Clearly both Naruto and Minato dodged a full powered punch by the 3rd Raikage Ay like its nothing, making both of them faster than the Raikage

Naruto could go faster in Chakra Mode if he combined it with Sage Mode, his speed, reflexes and physical strength should also be strengthened by it, by speculation making him 3x faster than his normal Chakra Mode O_O

Even for Minato, without the initial use of FTG he will still be fast with Chakra Mode.
