The manga sys tobirama is the one who created kagebunshin. So it obvious that first hokage might have considered kagebunshin as forbiiden and it encrypted in a scroll and sealed.

so if this is true then it means naruto is also the one who created it because he never learned it from someone.

Tobirama created Kage bunshin no jutsu. At first it wasn't a forbidden jutsu but it is placed in the scroll cause of the amount of chakra it costs and ''normal shinobi'' Would die from it.

People with a large chakra pool can maintain it > Naruto - Tajuu kage bunshin...

Now naruto did not CREATE the jutsu he LEARNED the jutsu. It was written in the scroll how to do kage bunshin.

I don't agree. Naruto got the idea about the kagebunshin because in the scroll the details are well written. Tobirama isthe one created it.Later it encrypted in the scroll.

it makes sense since tobirama was the founder of konoha police and black ops - "Shadow" clones seems like a jutsu designed for covert operations, since if divided equally its very hard to detect even with blessed eyes like byakugan.
