Is Naruto about politica?
The system kages before the war wasn't fair for all (a lot people have been sacrificed: to obtain the peace, to gain more power...). Hashirama system has been corrupted through the years, I don't think it was his intention.
However, during the war, the Kages now trust in Naruto, and I think they will want to improve the system.
Now, Sasuke wants a revolution (for the peace?), but, is he pretending to force all people to his new system? (blocking bijuus, defeating Naruto) if yes, his objective looks more like a dictatorial government, and this kind of revolution is not the answer to the peace.
Is like the current world. To have a better world, not only is needed revolutionaries or ideas, it is also needed comprehension between all people and freedom.
For me, the answer to peace is ninshuu (talk no jutsu)
