Is Naruto a Perfect Sage?

So Naruto has inherited the "Senjutsu of Rikudou." Does this mean Rikudou was a toad sage, or just that Naruto has perfected Sage Mode?

But for reals, yeah. More than likely. He was already a perfect sage with Toad Sage Mode. Meeting up with the God of Shinobi and getting his powers would pretty much make him a perfect sage at this point.
