Because if you guys see he ova 9 he takes he chunin exam and becomes chunin

well he's at Kage rank currently but officially he's still a Genin.

Like the anime, ovas don't count.If it isn't in the manga, it didn't happen.And naruto didn't become a chunin in that ova.

Only the manga counts as canon: anime fillers and ovas don't count.
So no, Naruto is not a Chuunin. Until he takes the exam in the manga, he's still a Genin but with the skills of a Kage.

like everyone else said hes still a genin because he never actually does go through and actually pass the chunin exams. Also at this point in time your rank means almost nothing because it only matters about what EVERYONE can contribute to which will help each and everyone out against the main villain(s). But if he had to have a rank hes definitely at kage level seeing as how hes surpassed even that of jiraiya already!
