Question in op.

I think it is... I care very little about the plot (though I do to some minor degree) and the MAIN reason I read it is for the fights. I want to see will Naruto or Sasuke be stronger and how Kaguya is defeated. The only other thing I care about is if Naruto will become Hokage though I know he will.

The plot for me has been so polluted with all this extra stuff and a plot twist like every 10 chapters I don't really care anymore... it's extremely inconsistent. So imo it is battle driven.

That doesn't mean I don't care about the characters though... I still find Naruto very inspiring and loves when he pushes to fight. but still.

Thoughts?

Pretty much. Everything important in manga started from a conflict (fighting)

Plot is most important to me. Though its gone to shit ever since black zetsu became relevant.

I like both. The plot is more important, I care for the fights but not as much because fights in this manga are usually really chaotic - its sometimes hard to tell what's going on. Then when they get animated they look like shit, so fights I think the story saves it for me. However as a lot of people think lately it's been kind of all over the place. Just waiting for it to end

It is for the most part battle driven. From mid part 1 to the Sasuke vs Danzo fight there was a good balance between internal conflict and external conflicts, but it's been mostly who can whip out the bigger jutsu.
