Yes, she's dead. Shanks was disappointed in Luffy's strength and thought he wasn't worthy of wearing his straw-hat so he killed Nami in hopes of Luffy gaining motivation to become stronger (avenging nami's death). Hence why we had a 2 year timeskip.
