No I don't think so. It doesn't look like Chibi IMO, and I don't think he would take something he loved so much, which was so innocent and turn it into a multi-headed attack dog that murders his enemies.

No. Both dogs clearly look different and how would he get that dog to be that big? Would Nagato really dig up his dog just so he could summon it in battle? I'm pretty sure he isn't that dumb.
