We already saw who ordered who. And it was Tobi ordering Nagato, not reverse.

I believe Nagato has more sheer power. He has most of the eye techniques which include shinra-Tensei and rebirth jutsu. At the moment we cannot tell who is stronger because Tobi hasn't even shown the power of the paths. Which means he might not be able to use those powers as Nagato can. Therefore for now I say Nagato
