His soul which was in the impure world would of ascended back to the pure realm if it was still lingering there but its now seal inside the totsuka blade for all eternity.

It was never mentioned nor hinted that itachi or sasuke had the ability to reverse its sealing technique nor is it implied that there is a way to do it.We would have to wait and see to say otherwise.If your implying if sasuke can use the same process as he did do bring back oro then no.
