Nagato was strong. The Pain arc was the first time in the Naruto series where we've seen such destruction on a titanic scale, and the first time anyone has seen the powers of the Rinnegan

He led the Akatsuki, took down the 6 tails host in one shot, destroyed an entire town, created a mini-moon, almost defeated the 9 tails host, and then resurrected everyone that he killed. That's some crazy shit

he managed to solo the entire konoha jus through his puppets,,,,
he was claimed the 3rd sage of the six paths and his crippled self alone got him to be claimed as invincible and unbeatable by Obito, Konan and Zetsu
he was worshipped as a god, in the hidden rain,,,

yeah if we dont include all the sages family,, he is very easily top 10,,,,
