i think he was a lot stronger before he started to rely on his six bodies and gedo mazo,he just wanted to stay in the background of the fight(to be safe)

i mean sure he is a mini god or what ever and is the so6p but we don't even know how strong he was.

We saw him as a child and he learned pretty well from his master but that was really all. In Naruto's time he was hooked up to a machine and he looked half dead. Without his chakra receivers im not sure if he could put up a fight at that time. We haven't really even seen him go all out. Sure in edo he was pretty nice put it wasn't even a "great" fight at that.

I think he is very strong and up there with the elite. Even so, he is overrated U_U
Sometimes he is underrated too, but i haven't seen it as much.

Nagato is strong but people focus too strongly on his overwhelming power and disregard his lack of speed, reflex and mobility either disabled or healthy. Also forget is lack of battle experience fighting as nagato

Considering he has multiple techniques that kill people in one hit and are impossible to beat 1v1 without teleporting i would say no

He can absorb any ninjutsu,Deflect any attack with Shinra Tensei and blow them away,any user of Taijutsu would get ripped apart by Asura and He can fly

When you consider people say Itachi and EMS Madara can beat him and mean it you would realise he is one of the most underrated characters on this base

Noone can beat him Healthy apart from the sage of 6 paths thats why he was crippled in every fight vs multiple kage level people
