Ima have to disagree though. Zaraki is already hinted to surpass Yamamoto, since he now holds the title of the Strongest Shinigami. Which originally belonged to the Strongest shinigami Unohana, Equal to or slightly weaker then Yamamoto.

Yamamoto became the strongest when he "bought" his powers, originally it was Unohana.

i will go with a solid no to the max, she possesses not the reastu enough for such power(maybe if she gets a bankai n after centuries of training), the only guy who wld have had a chance at surpassing Yama-jii(in regard to fire types that is in volume of fire created, heat n strike power of the flames) is the non canon Amagai Shuuske, or maybe Love but his ability to create flames seems not to b the core of his shikai to me(to explain i wld say its like Luffy's red hawk, fire manipulation power for that One attack)

if you took into consideration that Bazz B's flames can offset the flames of Yamamotos Bankai (!!!! ) as stated in chapter 550 this question would actually make sense. XD

Though, still I don't think so. Kubo won't dare to tell us that a shikai of a leutenant is stronger than a captain's shikai. This is just too much - even for Bleach logic.
