Is Minato "the fastest?"

When someone says "Minato is the fastest shinobi", does this mean as a physical attribute like say, Rock Lee, or is it also referring to the Raijin?

I'm asking because Tobirama could also be considered the "fastest" if you are including the Raijin into the equation.​

Minatos speed according to pixel scaling is Mach 21, high tier naruto characters are Mach 16, and high tier bleach characters are Mach 18 to 19 which makes minato really fast
