Is Minato powerful, when he is serious?

He's low to mid Kage. Nothing special at this point in the manga. What would seriousness induce anyway? He would be able to blow spit bubbles and drool?

No offense or anything, but you seriously cannot draw, im not joking, im not trying to be rude, but you cannot draw.

She draws better than me... she should work on shading though.
