Almost, he is the Shanks rival one of the Yonko and Zoro final obstacle.

The warlords add what is needed to keep the balence

Ppl do not think the warlords add anything to the marines but they are wrong

If the warlords were a formed crew

They wohld have a captain thats yonko level (mihawk)
They have yonko comander level fighters in adition to first mate (kuma doffy potentially mihawk)

And then really other high level fighters

Yonko level is no bar at all. Yonko means you have overwhelming forces and an extensive territory. Shanks alone wouldn't be a Yonko, his Red hair Pirates and a lot more allies account for his status as a Yonko. Akainu, Kuzan, Mihawk, possibly Kizaru etc are guys given right resources can be up there with their crews labelled as Yonko.

I don't agree often with you, but this sums up my sentiment to yonkou strength perfectly.

A yonkou can crush you in more ways than one, Big Mom has shown that in the latest arc. Besides the fact that I doubt Mihawk could beat Shanks in a 1 v 1 fight (even if it was really close, or might be stronger). At the end of the day Mihawk is still one man. He lacks territory, funds and manpower to ever compete on the same level as all the other yonkou.

Short answer. yes. Regardless of taking crews into account. Mihawk belongs in that small select group of "monsters" whos individual prowess stands at the height of the One Piece universe.

exactly they are essentially equal to a yonko crew in raw power. People keep dismissing them as not necessary for the WG but ignore the fact that they add to the balance of the OP world.
