I searched NB and found nothing. I believe you can probably create a character named after him and having the same appearance, but he won't have any abilities.

Menma (メンマ, Menma), a character that appears in Naruto 6: Road to Ninja, is the son of Kushina Uzumaki and Minato Namikaze in the alternate universe of Konohagakure, thus making him the "Naruto Uzumaki" of that world. Like his counterpart, he is the jinchūriki of Kurama, the Nine-Tails.

Only Naruto can be the Jinchuriki of Kurama in our RP and we don't "call shotgun" on things just like that.

Because people keep using the Cali-signal: logically no one can use Menma as it's Naruto only from a different reality. Are we supposed then to let every character that appears in that reality be made then? That would be chaos. And you can't shotgun non-custom characters. Even in the hypothetical case he would be allowed to be used, it would be restricted.
