Well shes worse than all of the hokages besides tsunade, shes worse than every tsuchikage that we know of, shes worse than the third and 5th kazekage, the 4th or 3rd raikage, and the 2nd mizukage. The other mizu was a jinchuriki. Considering she's well in the lower half of all known kage's, that defines her as "low kage" /thread : D
