Is Mei just an average Kage?

In my opinion she is above average and an asset to any team on any terrain against any enemy (within reason).

Her feats are:
2 Kekkai genkais- Boil release and Lava release.
The former was able to melt an incomplete susano'o.
Her skills, integrity and wisdom seemed to be enough to convert her village on their hatred for people with KG.

She is also holding her own against Madara, the pinnacle of fire users with her water techniques, that not only stopped the fire but obliterated Madara who was fortunately incased in susano'o.

So my question is: Is she average? Has she just about earned her spot as a kage?

Lastly, who would you say defines the fine balance between above and below average in the Kage ratings? Perhaps Gaara? Or maybe Tobimara?

Mei is more than average kage because of her mastery of two kekkai genkais and three elements.

Hmmm I would say she could beat Gaara as he only really has one thing to get by and Mei is an expert in exploiting that weakness: Water.

Water isn't Gaara's sands weakness, oil is. I'm seriously considering making a thread to clear that up because people seem to be stuck on thinking water can easily get through Gaara's sand.

Lol what? A isn't stronger than Oonoki and I'm not so sure he's even stronger than Gaara.

She is a mid to low level kage. I see her more as a support character in battles rather than a front line fighter like Onoki or A.

Alot of her abilities are area of effect based, but not too difficult to dodge or counter. There really isn't a kage that she can 100% guaranteed beat. Tsunade can regenerate from boil release, and Tsunade's summons (Katsuya) also spits acid and I know Mei can't hold her own in a fistfight against Tsunade.

Mei is low kage and belongs in the same rankings as tsuande, gaara, 4 kazekage, A (his temper and loss of an arm get a decrease in power).

Mid kage is reserved for; 3rd raikage, minato, 2nd mizukage, onoki, mu, tobirama

High kage; hashirama, Sarutobi (hype)

Ummmm I don't get why ppl say gaara weakness is water it states in his bio he can still move/use sand when it's saturated with water
And there's no way she can beat gaara in open field. Maybe there's a chance in closed area but when have u ever seem gaara fight in closed area (exception of sasuke kage summit)

Haven't seen enough of Tobirama, or Minato. Most of it is agreeable though.

There is no below average Hokage. The previous four were all BA's. Also I'm not sure she could beat Tobirama, the "best" water-user.
