He's not. His manga goes downhill. He is inspiring too much from DragonBall. There are others better than him.
So my answer is NO U_U

He is good at what he does, but a genius is pushing it too far. Naruto has some pretty sloppy writing.

The definition of 'genius' is subjective. I, personally, think that he is nowhere near a genius, by my definition of the word. However, the definition of genius is as follows: "a person who displays exceptional intellectual ability, creativity, or originality, typically to a degree that is associated with the achievement of unprecedented insight."

Typically, I think of a genius as someone like Tesla, Newton, or Da Vinci, people who make vast improvements to their respective fields. Kishi, not so much. Is Kishi exceptionally intelectual? I'm not sure. Is he creative? Sure. Is he original? Not really. He uses DragonBall and mythology as his main inspiration. Has he done anything that no one has done before? Not really. Ninjas with superpowers have been done before.

I say, no, he's not a genius, but you can say that he is. :)

Masashi Kishimoto is not just genius, but is "Master of Creation" concept on a higher level.

He just in a short time, created a world of ninja.
He did said that he seek a certain ninja Master in order to understand about ninja.
Kishi has build the concept of all relating issue of ninja.
It is because that everything is so much in details.

There was another person that created the whole new concept in Sci-friction.
He is Gene Roddenberry the creator of Star Trek.
Even as he had passed away many long years.
But his concept of his creation "Star Trek" is still very stunning and on-going; without any changes.
Detail of characters, space-ship, time warp, time travel, etc
Unless you had watch his made-for-TV series and movies, then you could feel that you are living in his world.
