Marco IMO is strongest first mate, not counting Prime Silvers, I could see EOS Marco being on the same level as Prime Silvers, but at that time, Marco will be captain himself and not first mate.

Benn could also be there, but he lack feats, because Marco was first mate of strongest crew, I would lead toward him.
