I think when Jubbi saw the bijju and So6p in Naruto at that very moment jubbi got out of controll and also I think that attacking with that giant bijju dama is Jubbi own will and also if you look at Madara he is not at the top of Jubbi he is standing at the top of some tall rock..

He was separated from the Juubi by Lee. If he was controlling it then why would he just let the kage start sealing it? Seems to me like he is just sitting back and waiting to fight Hashirama after that's done with. Maybe he is expecting Hashi to be honorable and take him on without the aid of the others.
