Is madara in full control of the juubi?

I was thinking a loud, is madara in full control of the juubi? I only ask this because i don't understand why he requires obito's help control it if it's his summon, why can't he do it himself and why are they using senju DNA to control it yet they could use a tsukuyomi to control it?
I do notice the juubi eye with sharigans, does this mean they can't control it using sharigans?

Basically Madara and Obito are in joint custody of the Juubi.

They are applying the concept that two minds are better than one. I mean with the two of them together they still do nor have comolete control over the Juubi....Madara mentioned it when the Korotsuchi guy caused the Juubi to fire way off course!

Both Obito and Madara have the power of Rikudou, when t hey take their powers together they easily become the new Rikudou

I think he does for now. but when the juubi goes into his full form even madara won't be able to control it, and it will turn on everyone, forcing madara and obito to fight it together........ And then the ramen guy throws a boiling bowl of ramen on the juubi and the juubi melts.
