Jesus.
Does every main character have to be a hero that wants to save people? Boring.
Luffy has actually saved a number of people and if you watched OP, you would know that he is a Pirate and Pirates are technically the bad buys though Luffy doesn't actually go around stealing and hurting people. If his dream to become Pirate King is selfish, then Naruto's dream to become Hokage is also selfish. Whats the difference? They both never give up, they both wanted it since they were kids, they both performed huge feats by beating bad guys, they both love their friends etc. In case you didn't know, the World Government in OP is corrupt.

Luffy is a neutral character. His goal is more selfish yes, but whats wrong with that? He wants to prove himself, so theres no big deal about it.

I never said anything is wrong with that, I just wanted to know if I was correct
in my opinion that luffy just wants to be the pirate king/ strongest, and is not striving for things like world peace, or universal understanding, or stuff like that, thus is not necessarily a good guy.

lanakau, its hard to serve you a nice plate of things about OP.
I think the best way to answer most of your questions on the meal is to actual read the manga to give you a way of answering your questions.

The funny thing is....(I'll try not to spoil), even Luffy himself got a Navy Admiral mixed up with being the bad guy. Thats why OP is more unique, the main character doesn't care about saving people, the only people he cares about are his friends and family(not much family but still). The fact that he still has saved innocent people multiple times(and was even called "Your different from other Pirates") means he is basically a good guy, he just doesn't care for justice as much as regular heroes do. He even stated "I'm a Pirate! I love Heroes, but I don't want to become one!"
So no, he isn't your ordinary hero, but he is a good guy. You'll understand more if you continue on.

Luffy doesn't actually go around stealing and hurting people.

Actually, he does go around stealing from people, and hurting other bad guys.

Luffy is actually a pretty good guy as he saves numerous people and populations throughout the series. He steals a lot, he wants to live that way, but he does not pillage and rape innocent people.

To answer your question of is the the villian; you will see that pirates are bad throughout the course of the series, but you will also see many groups who call themselves pirates, but are actually pretty benign. You will also see there is a greater evil out there besides the pirates. I'm not going to spoil it for you, but it is who you least expect
the World Government
Luffy goes head to head against this.

This manga/anime is surprisingly deep. There is no black and white of good or bad. The fact that Luffy is not a monster, but a boy who wants to seek adventure and freedom, makes him a good guy.

Luffy is selfish as ****. It is pretty clear.
You can almost compare him and his crew to Ash Ketchum. Ash Ketchum is out on adventures trying to be the very best, his friends are following him out of their own free will.

Same with Luffy. He doesn't care about the treasure, or power. He is only in it because the Pirate King is the person with the most freedom in the whole wide world. If someone was to come up to him and offer him One Piece, the treasure, right in his face, he wouldn't take it. He's in it for the adventure, and so are his crew mates. He spent a lot of time with the Vice captain of the former Pirate king, and he didn't want a peep out of him about where the One Piece is, or whether it exists.

Whether he is a good guy or bad guy: He is a good guy, since he has helped out many many people, even going as far as saving whole countries. However, if you look at him from the eyes of common public that he hasn't helped out or the eyes of the marines, hes the bad guy, hes a pirate, with a huge bounty on his head. People that he has helped out know what a good guy he is. He's a pirate because he doesn't like to be bound by any rules and just wants a great adventure. He's a pirate, but if he sees injustice, he'll try to do something about it.

Thats what the series is; an epic adventure.
