Is Kurama Madara's Kuchiyose?

He couldn't summon because of the sealing jutsu that restricted his ability to summon it. Its the same thing as if Itachi doesn't have chakra to use Sharingan because his chakra restricted from using it but that doesn't mean it isn't part of his power.

No Kurama is not, Madara can't use Kurama at all unless he was unseal which means it's not his power. Also Obito was also able to summon him after placing him under a genjutsu but Minato used his contract seal to break it. Also Itachi gave KA to Naruto who was the last owner of it before it burned so it would be under Naruto's power more than Itachi.

No he didn't, he used a Genjutsu and that's all and it's not his power since he needed to use genjutsu to use it. Kurama was more of his tool where as being sealed inside Naruto's body makes him Naruto's power because he freely choosing to give him chakra.

No, Obito summoned Kurama as well but it's not a part of his power. They had to use genjutsu to use Kurama which makes him a tool like a kunai to them. It's not by Kurama's choice to do what they want which makes it not their power but a tool. Also Hashirama ripped control over Kurama from Madara so if anything he would have kurama over madara and him having 2-9 bijuus is craze power right there.

For those who say Kurama is part of Madara's power even tho he used a genjutsu to control him, well if I remember it right, Naruto had the crow that used KA on Itachi so does that make Itachi under Naruto's power? If it does then Naruto is a beast. Same thing.

Obito didn't summon it he let it loose from kushina then later summoned i.

That crow was itachis power implanted in naruto to activate once naruto comes to contact with itachis eyes. Since its still under itachis power, its itachis power.

Its all about perspective.
