So thanks to Saist's better scans I could finally read Konan's Paper Ocean (or Paper Emissary) technique properly. So some clarifications. Konan doesn't turn the Water into Explosive tags, rather it's just that she can camouflage her paper as a variety of things, and the camouflage is so good that even Sharingan is deceived by it (hence Obito not noticing he was standing on a sea of explosive tags). It's also said that escape from the jutsu is impossible even with Obito's Space-Time ninjutsu

. Now consider the fact that Konan can multiply paper and paper tag bombs, she can achieve a great amount of destructive power after prepping enough of them. She doesn't need four days worth of prep considering Konan can make millions easily in seconds and doesn't need to continuously set off those bombs over a period of ten minutes. Instead, she can make them go off all at once which would concentrate the explosion instead of making it spread out through a period of time. With this, she can achieve a similar, albiet a one time only explosion that packs a good amount of destructive power. Assume it takes her ten minutes to prepare a mini Kami no Shisha no Jutsu. Under this assumption, she would have made approximately one billion paper tag bombs in ten minutes instead of the 600 billion she prepared in four days. Also, instead of making a continuous ten minute explosion, if she makes all these one billion paper tag bombs go off in one second, the explosion would be 600 times more concentrated so Konan can definitely prepare a momentary explosion of the same power while in the midst of a battle.
