Have we actually seen Konan do anything bad? I can't remember.

She had no problem with Pein's slaughtering of the people of Konoha, even when it came to the innocent bystanders. Hell, she even assisted him in taking down the village as a whole, solely in order to gain information. She tried to murder her previous teacher when it became apparent that he might be a threat to the plans of the Akatsuki, and she had no problem with helping Pein achieve his goals, which revolved around creating a weapon which would kill millions.

There ain't much doubt about it, she was about as evil as they get, even if she did change her mind later on.
