Naruto of course and those who say it's only becasue of Kurama are idiots if he didn't have Kurama when he was 13 he wouldn't of struggled as much with techniques like Rasengan and he'd of been able to actually learn jutsu's but since Kurama messed up his chakra control he wasn't able to.

Also there's the fact that Konohamaru has been spoon fed everything private tutoring from an early age exclusive training from Naruto himself.
