Is Kiba underrated or just weak?

I think the move he used on Naruto in the prelim matches was pretty OP... fill the room with smoke bombs, then use his smell to constantly hit Naruto while in beast mimicry.

Weak, the only purpose he plays is to mix up the diversity if characters along with the rest of the Konaha 11

Up to this point, he is weak. But that's pretty much a natural reaction when you are one of the few members of Konoha 11 that didn't show a single new jutsu since Part I.
I mean, he improved his tracking abilities to great lengths, no doubt about it. But combat-wise, at least until further notice, he is still just the guy who spins.

He doesn't get any scene time so how can we tell one way or the other? IMO he is very underrated but I'm biased since he is my favourite character. I just wish Kishi would show us his new jutsu already - I wanna see whirlwind wolf fang.

He is abit of both in alot of regards but to be honest... He hasn't been caught in a seriously life threatening fight 1vs1 in a long time... If kishi makes him go toe to toe with a solid character we will see the truth...
