Is Kiba UNDER-RATED or WEAK?

Really,I think he's like the most of K11 all of them are under rated and they're forgotten by kishi :S

He's not weak People think that he's the weakest of K11 because he's dumb but you should know that the only thing that he change from Naruto is that Naruto have Kurama xD and Kiba is pretty strong but all he need is to be more smart ...
