If we are to assume what Kawaki's goals even are to begin with, we can mold it in any way to make it seem like he has reason. While we don't know what he plans to come from his goal, everything else other than the basic "death to Shinobi" is pure assumption.

While the rest of the ninja nation is under the control or has be drains of their abilities to mold charka, making then into ....normal people.
