Correction, Considering Kakashi and Itachi have knowledge of each other's abilities and such, Kakashi wouldn't look at Itachi's ring. He would keep one eye shut, leaving only his Sharingan eye open. However, as shown in the Anime, even with Three-Tomoe Sharingan, Kakashi could not counter Tsukuyomi. It is rumored that only a natural born Uchiha or one fully skilled in the Three-Tomoe Shringan can possibly escape Tsukuyomi.

Now onto whether or not Kakashi could beat Itachi, I say No, he would not beat Itachi. No, I am not an Itachi fanboy, Yes, I am a Kakashi fan,
However, I believe in looking at things from a realistic point of view. I do not believe that Kakashi could ever beat Itachi. Whilst Kakashi can't beat Itachi, I do not believe Itachi can beat Kakashi. I believe it would be a stalemate between the two, even with Itachi's Amaterasu and Izanami, Kakashi still has the advantage of speed and Kamui. Kakashi's smart enough to accept the fate that Itachi places on him with Izanami. No, he cannot spam Kamui. Kakashi has a limit. He can't use Kamui more than five times. I believe the maximum is three, I cannot remember - Feel free to help me out there people. Even if Itachi uses Susano'o, Kakashi is still fast enough to dodge its attacks. Itachi relies more-so on ranged attacks and genjutsu. The Magatama wouldn't work against Kakashi, due to Kamui. Shuriken and Kunai vs Shuriken and Kunai, Kakashi and Itachi are equals on the speed at which they use them. Considering they're both quick, and they're both tacticians when it comes to battle, I say Stalemate for all the reasons I've stated here.
