OT: If he had lived without it, he would probably be around Gai's level in skill. However the second he was given the sharingan, he became 100% dependent on it.

It is just a tool like any other weapon such as a kunia knife (etc).
Yes. Exactly. You are right, it is a tool. However, without this tool, Kakashi isn't nearly jonin level. Perhaps he would have been had he never acquired it, but he's become too dependent on it to be considered a jonin without it.
Without sharingan sasuke would be beneath sakura. =D
You can use this argument for any other character as well. Say Itachi.
