I don't think he is, as he wanted to die if he had a devil fruit would the sea not kill him. I think that Kadio is just a raw power house with no devil fruit. Was it ever confirmed if the smile devil fruits from doffy, if they had the same side affect to sea water as the others do?

Holy cow, yep this makes perfect sense. So sanji and co are on zou indeed. Both images we see a silhoette which can be made out as a leg of the elephant.

Also the minkmen mentioned in todays chapter are residents being held or have an mutual agreement turned betrayal by one of kaidous allies.
