You don't know what ''will'' is and what the context says about it. Kaguya's will is the Juubi, because she wants Chakra back, just like the Juubi. Black Zetsu later supports it by saying ''First off, Juubi is not just the divine tree...it is mother herself as well''. A 2nd grade kid can read and understand something as simple as that. Madara kept on getting owned by Naruto and Sasuke whereas all of Naruto and Sasuke's attempt to own Kaguya thus far have been quite futile and she definitely has the edge in this current fight unlike Madara who was at a disadvantage throughout the fight.

No, because Naruto didn't have control over Kurama's chakra, which is the main reason his chakra was so strong. If he had control, he'd be far superior, as the manga shows in Part 2.

Actually it was the seal that was making it hard for him to control his chakra, it was diverting some of his to keep Kurama in check.
Naruto had vast chakra reserves at a young age, but he lacked control in general until Jiraya started training him.

OT: Kaguya has more then earned her position as the strongest, remember that all chakra was once hers (after taking it from the God tree), she was so powerful that it took chakra from everyone in the planet to revive her.

Also Naruto and Sasuke were pushing Madara to his limit, he was just barely holding them off and they weren't even going all out, Kaguya is pushing them to the limit and they have only hit her once and it was with a jutsu that was used for comic relief.

She travels though dimensions and alters them as she desires.
