It would seem that the caster is immune, as is black zetsu and anyone black zetsu is controlling (though that could be attributed to Obito being so close to death that the genjutsu, and subsuquent tree sucking, would kill him). Anyone with the foreheadiggan is probably immune I would say.

I would say yes only because of her third eye.
That if she knows how to use it to counter IT
Sasuke was "immune"/ able to block IT due to the protection of his Susanoo, which was able to because of his rinnegan. I can't pull up the pics but I'm sure BZ mentioned it when IT was cast.
So to answer your question Yes Kaguya has the Potential to block IT but I highly doubt she actually could due to lack of actual skill in any ninjutsu.

Yes she is, She has the rinnegan after all and originally it was her jutsu, except she used it on large groups of people instead of the world.
