If Kaguya was a man people would still complain because she only ever said like 3 words. People got used to Madara talking or yelling a lot to keep things entertaining, when he fought Gai Sensai he practically had a hard-on that whole fight and it was kinda amusing. Sadly this character is just a blank face, practically alien and we hardly know anything about her so it's kinda dull, and the fact she pretty much never talks doesn't help the situation at all.

Right now we see her as this god-like alien being, and not as a human being. That's why she needs to start talking I think.

she has talked. Just not alot. Which kinda makes sense when you figure she doesnt really have anybody to talk to. She been either in the juubi, or in limbo, or locked in another dimension who knows, and before she was sealed she had everybody else Zetsued so she wouldnt be used to talking alot. Kishi's probably gonna work that in as a "be a part of the community be acknowledged" angle again when Naruto TNJ's her.
