Naruto's sage mode was said to be complete as evidenced by his lack of physical changes. Kabuto had physical changes. Mitsuki did not.
Jiraiya had the same problem also but what i dont get is that Mitsuki activated SM in a somewhat emotional state is that what couldve triggered this transformation to be perfect?

Did you guys not read Kabuto's dialogue? He ascended from a Snake, to a Dragon. Dragon > Snake > Imperfect Snake.

I'd like to first say, Dragon Sage Mode is a title created by Kabuto for himself, and his altered form. It's really just called SM, or Snake SM. But here's the thing, I don't think it was arrogance, I think it was the total, and complete truth. Look here, during Mitsuki's first use he only possesses one horn:It's difficult to judge, could be a genuine upgrade, could be dramatic hyperbole.

See, it wasn't just arrogance with Kabuto but genuine psychological delusion of grandeur so I prefer your take. But on the other hand, the 'Dragon' sage mode was a term he used when he grew the horns. This might not be a feature of Snake Sage Mode and a genuine furthering of his power above Snake SM that he named.
There's very little we know about the vague rules and inconsistent sources of Sage Mode actually, considering characters like Mitsuki and Hashirama exist.

The horned serpent symbol sometimes represented life and the renewal of life, just like water. Water just happened to be Kabuto's main affinity? Probably not.
Most dragons in Chinese/Japanese mythology are depicted as serpentine creatures that are quadrupeds (four legs and wingless). For example, most famously known dragons in those selected mythologies have 2, or more horns:

If you just read on Dragons even in Buddhist religion, you'll see most of their dragons have horns.
Oh, and let's not forget his tail. Four horns - A tail - Water natured - Assertion that he transitioned from a Snake to a Dragon - Mocking Sasuke that the proficiency snake expert couldn't even notice the difference. When you put all that together, I mean honestly it makes the most sense for him to have actually transitioned past simple Snake SM.
Here's how I see it: Dragon SM = Perfect Snake SM - 2+ horns > Imperfect Snake SM - 1 horn.
The amount of digging us fans have to do to explain basic powers in the Naruto world :')
But yeah, this is a good analysis- thought I doubt Kishimoto put as much thought into Mitsuki's design or abilities, the horn is a give-away.
I know i'm not being the best Kabuto fanboy by saying this but I still think Mitsuki may have a greater form of it. Mitsuki's singular horn could just as easily be tied to his age than mastery over the Mode. It makes no sense for Mitsuki to have ANY mastery over a power he didn't know he had, so even 1 horn is a big ? for him.
