The thought struck me, as well. 23 is still a young man, and sage mode eyes are powerful eyes. toad sage was just specific enough to guide us down the sasuke path without confirming that it was indeed him. i find that suspicious of kishi.

I don't think powerful eyes means, necessarily, superpowered eyes, just eyes that demonstrate power. If we were outside the Nartoverse, and someone said, "That guy has powerful eyes," I would not assume that the speaker meant that he could summon a giant chakra-based golem to do his bidding by merely crying blood.
