Even though we don't know much I'd have to say no.. I mean the sage himself made a moon on his deathbed. If thats true then just imagine what he could do. Btw he said he had the same powers but that doesn't necessarily mean he's saying that he's on par with him and such but that he possesses some of his techniques (stuff like that) if you know what I mean. This is saying something about the Sage's Base Power. When combined with the Jubbi's..he is definitely stronger than Jubbito.
