Susano'o has variable size. He just had enough chakra to make it that big. Later on he made it a bit bigger to battle Hydra.

anyway, that's just the head of his susano'o, he hasn't even created more of the body. If you look at the jewel on it's head, It's only slightly smaller than his body, so if he made the full thing it would be quite large seeing as the jewel on madara's own is only slightly bigger than his body.
