Itachi before the pain arc was able to keep up with Sasuke who is fast as hell. Itachi has Amaterasu, Totsuka Blade, Yata Mirror, Tsukyomi, and shurikenjutsu he should stay in the top 20. I believe some characters will be tied with others for various reasons.
