Itachi inherited the 1st Hokage's will at 8 or 9 so he certainly understood morality at a young age, as for battle smarts, he is definitely high rank, and for general intelligence, he died a villain, and was remembered as a Hero.

That about sums him up. Yes he was smart and would definitely qualify for the title of smartest shinobi.

His knowledge of the ninja world is still limited compared to say Orochimaru and Madara but his philosophical nature is what really makes him stand out.

I've argued "yes" in the past and I'd stick by that.

Itachi isn't the most knowledgeable (Madara/Orochimaru,) but Itachi does IMO have the best mental hardware.

Speculation, but in my opinion Shikaku was heralded as the smartest in the village by people that are considered geniuses throughout the entire shinobi world... and considering ninja prowess > book smarts (in the conventional sense) i would say Mr. Nara is the smartest
