You could argue that a 13 year anbu squad leader who with little help massacred the strongest clan, but also defeated a hokage candidate within the space of a minute was at kage level at 13

In terms of both abillity, intelligence and ideals he seems worthy of being a Kage. I don't agree with some of the others who are saying every Akatsuki is Kage level though.

i agree itachi was def kage level early on ....well except for with lil help killing the clan he had tobi help and tobi is not weak so i think he provided a great deal of help jus my opinion

He may be very skilled in spying, but I don't think that's good enough to make him a kage level. He's something like a jonin to me.
